The police in your city have certainly over-reacted in these cases - have they actually broken any civil rights ? Do they have to allow a phone call within a certain period of time, and are the rules different for minors ?
This is the kind of thing it's worth making a fuss about in the papers, and if the boy knows the names of any of the other youths held at the same time, the more voices raised the better.
I'm a believer in supporting the police in doing their job, but this clearly wasn't it, and they shouldn't be allowed to get away with this kind of behaviour.
