You can only use tags on others' posts if they have enabled the functionality in their preferences. You can allow other users to edit your tags, or simply mark your entries with your pre-existing tags.
Personally, I like to keep my tags purely as intended, so I don't allow others to edit my tags.
But: I mostly used Memories for marking the posts of others as nifty... so perhaps you need only worry about your own posts' tags, and keep using memories for other people's posts.
