It really depends. I don't like memories, because I would rather flag entries as I go rather than going to a separate page just to see them. I'm pretty sure you can build a listing of all your tags into an S2 layout, and that would be nice to have all your tags dynamically generated as links in the "static" area of your page. (ie., not content), and I don't think you can do that with memories.
Tags will also use your current style when displaying entries - memories don't.
